FEMA Violations
Sarah spoke about the feedback received from FEMA and how the remaining
violations will need to comply by January 2024.
Violations that remain:
0 deed restrictions
29 flood vents - 22 have flood vents installed, 5 are waiting on install, and 2 owners are
unresponsive.
6 elevate/abandon
Resolution appropriating ARPA funds to pay for the remediation required on
detached garages which violate the current floodplain standards per FEMA.
A motion was made by Janssen, seconded by Bosshard, that the Resolution be
RECOMMENDED TO BE ADOPTED to the Finance & Personnel Committee. The
motion carried by the following vote:

Floodplain Ordinance Repeal/Replace Sponsor
Barb Janssen and Mac Kiel will sponsor the floodplain ordinance.
Emergency Management and Grants
A meeting will be taking place in the coming months with La Crosse County
Emergency Management Coordinator Tracy Hameau, Sarah Rafajko, and Wisconsin
Emergency Management to discuss appropriate projects for FEMA BRIC and HMA
grants.
The Floodplain Relief Program will be re-established. Currently there are funds
available for floodplain relief within 1/2 mile of TIF13, but nothing available to floodplain
properties outside of that zone.
Floodplain Grant application and waiver- 2833 Hamilton Street.
A motion was made by Janssen, seconded by Hampson, that the Request be
APPROVED . The motion carried by the following vote:
