The meeting was called to order at 6pm.

CM Mindel welcomed the new commission members.  
Approval of Minutes  
Approval of the March 23, 2023 Meeting Minutes.

Laura Godden moved to approve the minutes. David Riel seconded. The  
motion passed 5-0 by voice vote. Eric Garland abstained.  
Agenda Items:  
Resolution approving Application of Christopher and Kelly Jo Eberlein for a  
Conditional Use Permit at 4808 Stanley Court allowing for a detached garage.

Staff provided background on the review process for this item, an overview of  
the project, and their recommendation. David Riel moved to open a public  
hearing. John Satory seconded. The motion passed 6-0 by voice vote. The  
applicant, Chris Eberlein, provided additional details. John Satory moved to  
close the public hearing. Laura Godden seconded. The motion passed 6-0 by  
voice vote. David Riel moved to approve per staff recommendation to include  
the trim board and gable shakes. John Satory seconded. The motion passed  
6-0 by voice vote.  
Review of a Certificate of Appropriateness for the property located at 127 3rd  
Street S. (Downtown Historic District)  
Staff provided an overview of the project and their recommendation. Laura  
Godden moved to approve per staff recommendation that it is also approved  
by the Community Risk Management Department. John Satory commented that  
the existing signage is better but realizes this body doesn't regulate the art.  
Eric Garland asked about the distinction of acrylic versus plastic as acrylic is  
plastic. Staff stated that acrylic is defined as a composite, even though it is  
plastic, so it was determined that it could be approved by the Commission on a  
case by case basis. The motion passed 6-0 by voice vote.  
Review of a Certificate of Appropriateness for an awning on the property  
located at 303-307 Pearl Street. (Downtown Historic District)  
Staff provided an overview of the project and their recommendation. David  
Riel moved to open a public hearing. Laura Godden seconded. The motion  
passed 6-0 by voice vote. The applicant, Dick Markos, provided additional  
information on the project. David Riel thanked the applicant for their years of  
business to the community and investment in the building. Eric Garland close  
the public hearing. Laura Godden seconded. The motion passed 6-0 by voice  
vote. Laura Godden moved to approve per staff recommendation that it is also  
approved by the Community Risk Management Department. Eric Garland  
seconded. The motion passed 6-0 by voice vote.  
2023 Most Endangered Buildings List/Project.

David Riel provided an overview of past efforts for the new commission  
members. David stated that he will take additional photos for staff to include  
for the website. Mackenzie Mindel asked if we should add the year the  
properties are added. David Riel thought that it would be a good idea.  
Mackenzie Mindel also asked if we should provide why it is staying on the list.  
David Riel stated that it should be updated if there was a change in the status.  
Council President Chris Kahlow suggested that we update at least the ones  
that have come off because they were determined to be saved. Natalie  
Heneghan stated that there would be value in providing that information and  
keeping up with the status of the properties that remain if there is any. Maybe  
add who to talk to about how to be involved. Natalie H asked how the  
information is shared. Mackenzie Mindel stated newspaper and social media.  
Eric Garland asked how they were selected and how much carry over there is.  
David Riel provided the history. Mackenzie Mindel stated that a more formal  
request for nominations has been discussed in previous meetings. David Riel  
asked about the newspaper articles were going to be created. Mackenzie  
Mindel provided an overview on the process. Kristin Lueth stated she would  
assist with this effort in any way she can. Mackenzie Mindel asked where the  
press conference should be held. Staff suggested Lincoln Middle School or  
Glory Days. David Riel suggested Lincoln Middle School. Articles should be  
condensed on the history of the three school to keep it short. One article for  
Glory Days and one for the three schools. Laura Godden and David Riel will  
co-author the articles on Glory Days. Eric Garland and Laura Godden will write  
the article on the schools. Mackenzie Mindel and Natalie Heneghan will write  
the introduction. Introduction include why buildings removed. Staff can assist  
with info for the articles and updating the website. Deadlines will be provided  
by the Mackenzie Mindel.  
Discussion on murals in the Downtown Historic District.

John Satory expressed concern about murals on primary facades of historic  
buildings Downtown. Murals in alleys and minor facades are fine but primary  
facades may be too much for the Downtown. Also concerned about content.  
Staff provided an overview of what standards apply for painting and murals.  
John Satory particular concern over the Oyen Building on Main Street. Staff  
stated that they thought it was stucco and already painted. John suggested  
looking at the National Trust on how they look at murals on historic buildings  
and interfere with people taking pictures. Does the Arts Board regulate  
murals? Staff stated that they do not regulate all murals. Staff also stated that  
DMI is advocating for more murals Downtown. David Riel clarified that DMI is  
promoting more public art and supports that but also shares similar concerns  
with John Satory. Staff stated that they can look into the National Trust on best  
practices and invite someone from DMI to attend the next meeting. Other cities  
to look at are Eau Claire, St Paul, Winona, and Detroit and Chris Kahlow stated  
that she could talk some people at DMI as well.
