Mayor Reynolds highlighted the accomplishments of the City and successes of staff  
throughout 2023 noted the plans that were brought to fruition as well as those to be  
implemented in the next year. City staff members Brian Sampson, Julie Emslie, Lewis  
Kuhlman, Teri Roden, Molly McCormick, Renee Christensen, Jeff Schott, Barry  
McKnight, and the City's Legal, engineering, water/sewer, street, and parking staff  
were recognized for their contributions during the year.  
Annual Code of Ethics Certification  
Certification was acknowledged by all members.  
Approval of Minutes  
A motion was made by Janssen, seconded by Kiel, to approve minutes of  
December 14 and 21, 2023. The motion carried unanimously.

Notices and Discussions  
Sleznikow recognized the national effort for accessible and sustainable public  
transportation as well as Transit equity week, which is taking place January 29  
through February 4. Goggin thanked City Clerk Nikki Elsen for her 25 years of  
service to the city. Dickinson Ian Turner, Airport Director, who is departing for a new  
position on the 17th. Mayor Reynolds and added that Turner turned things around at  
airport when he arrived several years ago. Janssen also thanked Turner and the  
City's new street superintendent, Ryan Rassmussen as she's seen a positive  
change; she also acknowledged the parking utility on educating the public on snow  
emergency rules. Schwarz invited the public to the Property Taxes 101 Q&A on  
January 16.

January 2024.
