the City of La Crosse by transferring certain property from the Multiple  
Dwelling District to the Public/Semi Public District allowing for the parcel to be  
combined with adjacent properties for construction of a parking structure at  
221 16th St. N.  
Unanimous consent to OPEN public hearing.

A motion was made by Hameister, seconded by Woodard, to CLOSE public  
hearing. The motion carried unanimously.  
A motion was made by Dickinson, seconded by Kahlow, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 3/14/2024. The  
motion failed by the following vote:

Application of K & M Chances R LLC dba Chances R for an Expansion of  
Alcohol Beverage License & Street Privilege Permit for a special event at 417

A motion was made by Woodard, seconded by Kiel, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 3/14/2024. The motion carried by the following vote:

Yes:  
AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Single Family  
Residence District to the Residence District allowing for the property to be  
used as a duplex at 812 Windsor Street.  
A motion was made by Hameister, seconded by Kiel, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 3/14/2024. The  
motion carried by the following vote:

AN AMENDED ORDINANCE to amend Subsection 115-110 of the Code of  
Ordinances of the City of La Crosse by transferring certain property from  
Washburn Residential Neighborhood District to the Traditional Neighborhood  
District - Specific allowing for continued use of the property as a professional  
office space at 212 11th Street South.  
Unanimous consent to OPEN public hearing.

A motion was made by Trost, seconded by Kiel, that the Ordinance be  
RECOMMENDED TO BE ADOPTED.  
A motion was made by Woodard, seconded by Kahlow, that the Ordinance be  
AMENDED AS PROPOSED.  
A motion was made by Kahlow, seconded by Woodard, to AMEND the  
PROPOSED AMENDMENT (to add (e) Opioid Distribution). The motion carried on  
a vote of 4-3 (No - Trost, Kiel, Dickinson).  
A motion was made by Trost, seconded by Hameister to DIVIDE separating  
Section II (1) from Section II (2) to vote on each separately. The motion carried  
by unanimous consent.  
A motion was made by Kahlow, seconded by Woodard, to APPROVE the  
amendment to Section II (1). The motion carried on a vote of 4-3 (No - Trost,  
Kiel, Dickinson).  
A motion was made by Kahlow, seconded by Woodard, to APPROVE the  
amendment to Section II (2).  
A motion was made by Kahlow, seconded by Woodard to CALL THE QUESTION  
end debate (2/3 vote required). The motion failed on a vote of 4-3.(No -  
Dickinson, Kiel, Mindel)  
A motion was made by Mindel, seconded by Dickinson, to REFER WITHOUT  
RECOMMENDATION the amendment to Section II (2). The motion carried on a  
vote of 5-2 (No - Kahlow, Woodard).  
On the Woodard/Kahlow motion to AMENDED AS PROPOSED, the motion  
passed on a vote of 5-1 (No - Dickinson).  
A motion was made by Trost, seconded by Kiel, that the Ordinance be  
RECOMMENDED TO BE ADOPTED AS AMENDED to the Common Council on  
3/14/2024. The motion carried by the following vote:

RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 3/14/2024. The motion carried by the following vote:

Application of Karuna, Inc. for a Conditional Use Permit at 1012 Grove Street  
allowing for a rooming house.  
A motion was made by Trost, seconded by Kiel, that the Application be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 3/14/2024. The motion carried by the following vote:
