Mayor Reynolds called the meeting to order at 12:00 p.m.

SUSPENSION OF COUNCIL RULE IX FOR THE FOLLOWING ITEM:

A motion was made by Happel, second by Janssen, to SUSPEND Council Rule  
IX for File 23-1396. The motion carried unanimously by voice vote.  
A motion was made by Goggin, seconded by Mindel, to convene in CLOSED  
SESSION pursuant to Wis. Stat. 19.85(1)(g) to confer with legal counsel. The  
motion carried unanimously 10-0 by roll call vote.  
Council Member Hameister arrived at 12:13 p.m.

In closed session, a motion was made by Janssen, seconded by Happel, to opt  
out. The motion carried unanimously 11-0 on roll call vote.  
Unanimous consent to reconvene in OPEN SESSION.  
Resolution allocating funds to defense of Per- and Polyfluoroalkyl  
Substances (PFAs) lawsuits.
