Call to Order  
Mayor Reynolds called this meeting to order at 3:00 PM.  
Roll Call  
7 - Douglas Happel, Linda Lee, Chris Kahlow, Vicki Markussen, Mitch

Present:  
Approval of Minutes from the March 27th, 2024 meeting.  
A motion was made by Lee, seconded by Kahlow that these minutes be  
APPROVED. Voice vote carried unanimously.  
Agenda Items:  
Consideration and possible action on proposals for former South  
Community Library.  
(Note: The Committee and/or Council may convene in closed session  
pursuant to Wis. Stat. 19.85(1)(e) to formulate & update negotiation  
strategies and parameters. Following such closed session, the Committee  
and/or Council may reconvene in open session.)  
Attachments:  
A motion was made by Kahlow, seconded by Lee to open public hearing. Voice  
vote carried unanimously.  
Voice vote carried unanimously to close public hearing.  
A motion was made by Lee, seconded by Kahlow to go into closed session.  
Voice vote carried unanimously.  
Voice vote to reconvene in open session carried unanimously.  
A motion was made by Lee, seconded by Kahlow to REFER for 60 days. Voice  
vote carried as follows, Walsh: NO. Mayor Reynolds, Kahlow, Happel, Lee, and  
Miller: YES. Markussen recused herself.  
Consideration and possible action on proposals received for Small Business  
Organizations.  
(Note: The Committee and/or Council may convene in closed session pursuant to  
Wis. Stat. 19.85(1)(e) to formulate & update negotiation strategies and parameters.  
Following such closed session, the Committee and/or Council may reconvene in  
open session.)

A motion was made by Lee, seconded by Kahlow to go into closed session.  
Voice vote carried unanimously.  
Voice vote to reconvene in open session carried unanimously.  
A motion was made by Kahlow, seconded by Lee that $25,000 is to go to the  
Rewards proposal from DMI and the Grant proposal from DMI. $50,000 is to go  
to Black DEEP proposal and to not exceed 20% in staffing. Voice vote carried  
as follows, Kahlow, Happel, Walsh, Miller and Lee: YES. Mayor Reynolds: NO.  
Public Hearing for 2024 Action Plan (CDBG/HOME Program  
Allocations in Year 5 of the 5-Year Consolidated Plan)
