Working Group Updates

Staff submitted six capital budget requests. There was already a public tree planting
request, so this request was changed is for a tree giveaway using Arbor Day
Foundation's Energy Saving Tree Program (included in the unsuccessful USDA
Forestry Grant application). The stormwater request could be done within the current
2024 budget. Staff included a solar group buy program funding since Midwest
Renewable Energy Association has not responded to requests for help.
The Neighborhood Revitalization Commission discussed eliminating parking
minimums at their 3/6 meeting. They asked staff to share alternative proposals at
their next meeting on 4/3.
Mindel asked to develop policy guidance for solar panels in historic districts. Lenard
requested an update on the tree inventory and information on City's defunct tree
school.

A motion was made by Ericson, seconded by Heneghan, that this Memorandum
be sent to the Stormwater Utility. The motion carried by voice vote.
Outreach & Engagement Update

The Earth Fair is Sunday, April 28th. There likely isn't any open spots for presenting.
Hanna suggested the Nature Place could host other events. Ericson suggested using
this event to get more people signed up for Bright Action and making handouts. Staff
could also ask people to join working groups. Heneghan suggested having a tree
where kids can write on leaves what climate action they want. There could be a badge
on booths that relate to CAP recommendations.
Proposal to extend outreach & engagement contract with Paul Nicholas.

Larry Sleznikow asked about analytics and viewership of posts. Ericson suggested
Nicholas attend meeting. Heneghan suggested asking about measurements. Staff
can call a special meeting if contract needs to be extended.
A motion was made by Ericson, seconded by Lenard, that this Contract be
REFERRED WITH DIRECTION to the Climate Action Plan Steering Committee on
April 8th. The motion carried by voice vote.
Proposal to continue measurement and verification on phases 1 and 2 of
Johnson Controls' energy saving performance contract.

Staff estimated that it would cost $39,913 to do M&V services for a fourth year-
-$25,828 for Phase 1 and $14,085 for Phase 2.
A motion was made by Ericson, seconded by Lenard, that this Proposal be
DENIED. The motion carried by voice vote.
Focus On Energy 2023 Year End Report
