Call to Order  
The Vice-Chair, Ms. Ivey, called the meeting to order at 5:00 p.m.

Following Board discussion of the Special Trustees Fund during the February meeting,  
bylaws were updated to include history, management, restricted use, and spending  
practices related to the Special Trustees Fund  
Classification and Compensation Plan Updates  
The Library’s Classification and Compensation Plan closely follows the City’s plan while  
clarifying the Board’s statutory authority to set Library employee compensation.  
Following Common Council’s recent approval of several updates to the City’s plan,  
updates to the Library’s plan were discussed to align City and Library policy.  
Updates to the City’s Bereavement Leave policy were also discussed. Further  
clarification will be sought from City HR.

As rising technology costs continue to surpass the automation allocation of the  
Library’s Operating Budget, Capital Improvement funding is being requested. Following  
the example set by the City’s Information Technology (IT) Department, Library IT is  
providing a 5 year plan that includes infrastructure and device replacement schedules.  
2023 Annual Report  
In addition to the portion of the Annual Report that was submitted to the Wisconsin  
Department of Public Instruction in February, additional information was included in the  
version presented. It highlights some of the Library’s greatest accomplishments in  
2023, along with providing data on economic benefit to the community and quotes from  
patrons.
