conversations will be had with the community and the process will include
public input. Staff stated this will probably be a one to two year process. Staff
stated they plan to hire a consultant to assist with updating the Zoning Code.
Discussion on the elimination of off-street parking.

Council Member Trost asked Commission Members to give Staff direction for
how they should proceed. CM Trost said this topic has been through thorough
discussion over the past three years.
Hurtubise asked if there was follow up on the parking study which looked at
evenings and weekends ever to see demand for parking during those times.
Staff stated that the parking study specifically considered day-time parking.
CM Trost stated this should be considered owner-determined
parking/legislated parking requirements because the owner or developer
determines parking based on their needs. CM Trost said the goal would be to
reduce the cost and create more housing units.
Stanton stated she has concerns that the burden will fall on low-income
individuals with having to find on-street parking because the units without
parking will be more affordable.
Bagniewski asked if there are other communities that have reduced or
eliminated parking requirements. Information on other communities parking
requirements can be found on the parking reform network website.
The Commission opened it up to public comment.
William Bonadurer, La Crosse, came to speak on the topic. Bonadurer stated
that costs associated with parking should be considered. Bonadurer stated he
doesn't own a car and pays for the costs associated with two parking stalls
where he resides.
Kevin Hundt, La Crosse, also spoke. Hundt stated that parking requirements
should be dependent on proximity to a bus stop.
Eric Glamm spoke about the process of implementing the needed parking
requirements for developments. Glamm stated that increased space for cars
leads to more cars. Glamm stated that modifying the requirements can
alleviate some of the issues.
Samual Deetz, La Crosse, spoke about his research on the parking reform
network. Deetz stated Duluth just eliminated all parking requirements.
Clark asked what the goal the Commission and City should be working toward.
CM Trost stated the statements from NRC in 2020 and 2021 provide this.
Commissioners directed staff to outline three different options for
modifications to city parking requirements. The Commission asked for this to
come back to the next NRC meeting.
