Approval of Minutes of September 8, 2021 regular meeting.

Commissioner Cable moved for approval of the Regular Meeting Minutes held  
September 8, 2021; Commissioner Brown seconded; motion carried 2-0  
Approval of Bills  
Commissioner Cable presented bills as follows and moved for their approval as  
well as the cost of the luncheon: Public Housing, $49,236.72; Voucher Program,  
$2,444.63; Mainstream Program, $0.00; Capital Fund Program, $160,031.90;  
Forest Park $35,089.21; Ping Manor $22,791.95; Non-Assisted Account $500.00,  
Management Fund $0.00, Central Office Cost Center $3,072.75; Checks to be  
approved $186,338.01; Total $459,505.17 Commissioner Brown seconded.

New Business  
Discuss and review 2022 Benefits and Salaries.  
Mr. Schauf provided a salary and benefits report that will be reflected in the  
proposed 2022 budget. Recommendations were made by Mr. Schauf based on  
the results of a recent salary comparability study that was completed on the  
Housing Authority in June of 2021 by the Nelrod Company - Accuwage Division.  
The following approvals were voted on: (1) Commissioner Cable moved  
approval for employees to pay 15% of health insurance premiums in 2022;  
Commissioner Brown seconded; motion carried 2-0. (2) Commissioner Brown  
moved approval for an average overall employee salary increase of 3.22% for  
2022; Commissioner Cable seconded; motion carried 2-0  
Review PHA 2022 Annual Plan and 5-Year Capital Fund Program Plan.  
There being no further business, Commissioner Brown mentioned to move the meeting  
to Ping Manor for the purpose of conducting the public hearing for PHA 2022 Annual  
Plan and 5-Year Capital Fund Program 2022-2026. Commissioner Cable seconded;  
motion carried 2-0  
PHA 2022 Annual Plan and 5-Year Capital Fund Program 2022-2026 plan were  
both reviewed.  
Mr. Schauf provided a brief introduction to those in attendance with no public  
input received. Chairperson Sayner then offered 1st call; 2nd call and 3rd call  
respectively for comment with none received. Commissioner Cable moved  
approval of the PHA 2022 Annual Plan and 5-Year Capital Fund Program  
2022-2026 and closing of the public hearing. Commissioner Brown seconded;  
motion carried 2-0
