Chair Richmond called the meeting to order at 6:00 p.m.

Resolution approving Application of Mayo Clinic Health System for a  
Conditional Use Permit at 630 10th Street S. allowing for demolition of  
structure for creation of green space and extension of adjacent parking lot.  
A motion was made by Mindel, seconded by Trost to OPEN public hearing; the  
motion carried unanimously by voice vote.

A motion was made by Kahlow, seconded by Mindel to CLOSE public hearing;  
the motion carried unanimously by voice vote.  
A motion was made by Neumeister, seconded by Woodard, that the Resolution  
be RECOMMENDED TO BE ADOPTED per CPC Recommendation Report to the  
Common Council on 11/10/2022. The motion carried by the following vote:

AN ORDINANCE to annex a parcel of land from the Town of Campbell to the  
City of La Crosse (City of La Crosse owned parcels).  
A motion was made by Kahlow, seconded by Neumeister, that the Ordinance  
be RECOMMENDED TO BE ADOPTED to the Common Council on 11/10/2022.  
The motion carried by the following vote:

Resolution adopting the City of La Crosse Flood Hazard Mitigation Plan of  
August 2022.  
A motion was made by Neumeister, seconded by Mindel, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Council on 11/10/2022.

AN ORDINANCE to create Section 44-111(b)(6) of the Code of Ordnances of  
the City of La Crosse regarding alternative side parking.  
A motion was made by Kahlow, seconded by Woodard, that the Ordinance be  
RECOMMENDED TO BE ADOPTED to the Common Council on 11/10/2022. The  
motion carried by the following vote:

Certified Survey Map - Part of the Southeast Quarter of the Fractional

Plat/Certified Survey Map be RECOMMENDED RESOLUTION APPROVING THE  
SAME to the Common Council on 11/1/2022. The motion carried by the

Yes:  
AN ORDINANCE to amend Subsection 115-110 of the Code of Ordinances of  
the City of La Crosse by transferring certain property from the Single Family  
Residence District to the Special Residence District allowing for the  
conversion of the current building to three separate living units at 1911 George  
Street.  
A motion was made by Woodard, seconded by Neumeister to OPEN public  
hearing; the motion carried unanimously by voice vote.

A motion was made by Woodard, seconded by Neumeister to CLOSE public

RECOMMENDED TO BE ADOPTED to the Common Council on 11/10/2022. The  
motion carried by the following vote:

AN ORDINANCE to repeal and recreate sec. 14-64 of the Code of Ordinances  
of the City of La Crosse regarding false burglar or robbery alarm systems.  
A motion was made by Neumeister, seconded by Woodard, that the Ordinance  
be RECOMMENDED TO BE ADOPTED to the Common Council on 11/10/2022.  
The motion carried by the following vote:

Yes:  
Request for waiver of the City requirement for a subdivision plat and  
allowance of the substitution of a Certified Survey Map (CSM) in its place at  
1027 Hayes Street.  
A motion was made by Neumeister, seconded by Woodard, that the Request be  
RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council  
on 11/10/2022. The motion carried by the following vote:

Yes:  
Various license applications pursuant to Chapters 4, 6, and/or 10 of the La  
Crosse Municipal Code for the remainder of license period 2022-2023
