A motion was made by Janssen, seconded by Neumann, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 12/8/2022. The  
motion carried by the following vote:

Yes:  
Resolution approving a reorganization to the table of positions and  
classifications for the supervision and management of the Public Works  
Department.  
A motion was made by Neumann, seconded by Schwarz, that the Resolution  
be REFERRED WITH NO RECOMMENDATION to the Common Council on  
12/8/2022. The motion carried by the following vote:

Resolution appropriating funds to pay for the remediation required on  
detached garages which violate the current floodplain standards per FEMA.

Horton Airport Management Consultants Incorporated.  
A motion was made by Schwarz, seconded by Neumann, that the Resolution  
be RECOMMENDED TO BE ADOPTED to the Common Councilon 12/8/2022. The  
motion carried by the following vote:

Resolution approving a professional services agreement with Crawford,  
Murphy, & Tilly Inc.  
A motion was made by Schwarz, seconded by Neumann, that the Resolution

Resolution allocating additional funding for the Pearl Walkway Reconstruction.  
A motion was made by Janssen, seconded by Schwarz, that the Resolution be

Resolution amending Appendix C Fee Schedule regarding residential rental

A motion was made by Janssen, seconded by Schwarz to ADOPT.  
A motion was made by Sleznikow, seconded by Schwarz, that the Resolution  
be RECOMMENDED TO BE RE-REFERRED for 90 Days to the March 2023  
meetings. The motion carried by the following vote:

Resolution authorizing the Fire Department to accept a DHS/FEMA  
Assistance to Firefighters Grant for swift water rescue training.  
A motion was made by Janssen, seconded by Schwarz, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 12/8/2022. The  
motion carried by the following vote:

Resolution authorizing the release of funds for the Police Department to  
procure and fully upfit an Animal Control services vehicle.  
A motion was made by Janssen, seconded by Schwarz to AMEND AS  
PROPOSED; motion carried unanimously.  
A motion was made by Janssen, seconded by Neumann, that the Resolution be  
RECOMMENDED TO BE ADOPTED AS AMENDED to the Common Council on  
12/8/2022. The motion carried by the following vote:  
6 - Happel, Janssen, Sleznikow, Kiel, Schwarz,Neumann  
Yes:  
Resolution approving animal sheltering contract with Coulee Region Humane  
Society. (Note: The Committee and/or Council may convene in closed session  
pursuant to Wis. Stat. 19.85(1)(e) to formulate & update negotiation strategies and  
parameters. Following such closed session, the Committees and/or Council may  
reconvene in open session.)  
A motion was made by Janssen, seconded by Neumann to CONVENE in Closed  
Session pursuant to Wis. Stat. 19.85(1)(e) to formulate & update negotiation  
strategies and parameters; motion carried unanimously by roll call vote.  
A motion was made by Janssen, seconded by Neumann to RECONVENE in  
Open Session; motion carried unanimously.  
A motion was made by Janssen, seconded by Schwarz, that the Resolution be  
RECOMMENDED TO BE ADOPTED to the Common Council on 12/8/2022. The  
motion carried by the following vote:
