Mindel called the meeting to order at 4:33 pm.

Resolution 22-0427 will have a public hearing on 5/31 @ 6pm in the Council  
Chambers.  
Agenda Items:  
Support for Drift Bicycle Share - Jacob Sciammas

Sciammas gave an overview of the system and this season's expansion; he requested  
the committees advocacy for the system's continued expansion and to consider  
incorporating actions that support bike sharing in the Climate Action Plan. Van Maren  
encouraged connecting with the bus system, enabling ridership from people without  
credit cards, and supporting better bike lanes and trails. MTU is a sponsor. Meehan  
suggested expanding to other neighborhoods. Sciammas relied on feasibility study for  
initial station locations and will revisit feasibility study in the future. The committee  
thought the library could be a hub for fobs or other technology to allow low-income  
residents access bike share.  
Review draft CAP actions from May workshop - Ted Redmond

Redmond gave an overview of narrowing down, prioritizing, and refining the actions.  
Committee and Team will be asked to give a high-level review of appropriateness of  
actions, but can get into details if they so choose. The next workshop will go into  
identifying leaders and partners for the actions.  
May Partners in Energy Outreach and Engagement Updates  
Attachments:  
Staff shared Renewable Energy Challenge form. Mindel suggested soliciting No Mow  
May participants through Parks' communication channels. Van Maren suggested Xcel  
do an annual report to subscribers about what the fee goes toward.  
Discuss community buy-in on climate action

Redmond described the communications plan deliverable with the final Climate Action  
Plan. The website will morph into a dashboard for action and announce challenges.  
Committee suggested including report to city commissions' and board's agenda items  
on whether it meets CAP goals. Meehan recommended solutions-oriented  
communication. Van Maren said communication needs to describe urgency and what  
the receiver has in their power to do to address the problem. Staff could send regular  
press releases on CAPSC meetings and CAP progress. Mindel will discuss strategies  
with City communication coordinator.  
Resolution advocating for improvements State energy efficiency regulations  
that would benefit the City of La Crosse in reaching its carbon neutrality goal.

Meehan motioned to recommend adoption of this resolution, Van Maren  
Seconded. The motion carried by voice vote.  
Next Meeting / Agenda Items  
The next meeting will be 6/16. Agenda items may include a follow up of the next  
workshop, Partners in Energy outreach and engagement, and strategies for getting  
toxic materials out of playground materials.

Mindel adjourned the meeting at 6:06 pm.
