Mayor Reynolds called the meeting to order at 6:01pm.

Agenda Items:  
Discussion, Possible Action, and Public Hearing on the 2023-2027 Capital  
Improvement Program Budget.  
A motion was made by Kahlow, seconded by Yager to open the public hearing.  
The motion carried by voice vote.  
Public speakers:  
Joe Van Aelstyn- Comments on asphalt at Municipal Boat Harbor (#567).  
Jeff Nylander- Comments about future budget for Citizens with Disabilities.  
A motion was made by Yager, seconded by Cherf to close the public hearing.  
The motion carried by voice vote.  
A motion was made by Gallager, seconded by Kahlow to amend #760 (La  
Crosse Center boilers) from $750k in GO borrowing to $225k in County  
maintenance allocation funds and $525k La Crosse Center reserve funds; And  
move item #416 from 2024 to 2023 (Funding justified through above change in  
funds). The motion carried by voice vote.  
A motion was made by Kahlow, seconded by Sciammas to include Downtown  
tree project in the 2024 budget for $850k, funding from $10M uncommitted  
ARPA funds.  
A motion was made by Neumeister, seconded by Yager to amend this item to  
spread the project into 4 years evenly. The motion failed by voice vote.  
Neumeister and Yager being the Yes's.  
The original motion for this item was voted on and carries with voice vote.  
Neumeister and Yager being the No's.  
A motion was made by Gallager, seconded by Cherf to include $600k GO  
borrowing for 2024 for the repair/replacement of Badger-Hickey Park enclosed  
shelter. The motion carried by voice vote.  
A motion was made by Neumeister, seconded by Kahlow to amend #780  
(Fiesta Ct) to update with property quantity for pavement and stormwater  
utility; Increase GO from $146k to $210k and stormwater utility funds for $110k.  
The motion carried by voice vote.  
A motion was made by Gallager seconded by Neumeister to include in the  
2023 budget watermain replacements on Eastwood Ln. and Ohlsun Ct.; Funded  
by Utilities. $300k for sanitary replacement, $160k for stormwater, $100k for  
watermain. All out of respective utilities borrowing, $990k full roadway/curb  
and gutter- Street funds from ARPA lost revenue. The motion carried by voice  
vote.
