Mayor Reynolds called the meeting to order at 1:00 p.m.

Council Member Kiel arrived to the meeting at 1:30 p.m.

2023 Operating Budget Discussions.

Deputy Finance Director Dan DeGier presented an overview of the 2023 Preliminary  
Operating Budget.  
Council President Janssen recommended adding new positions that are budget neutral  
(or save money) and a recommendation from the Mayor as to the other new positions  
for additional analysis, benefits as well as final numbers.
