Sustainability Analytics LLC is pleased to provide the Sustainable La Crosse Commission with the following proposal to update Sustainability Indicator data files with calendar year 2016 information. As you know, these data files serve as the basis for completing the Sustainable La Crosse Commission’s (the “Commission’s”) annual Sustainability Indicator Report. Updating the files for 2016 will add new information and build on the value already present in the existing Sustainability Indicator time series data sets.

 

Description of Service

This proposal includes collecting, processing and archiving Sustainability Indicator data for calendar year 2016. For each of the indicators listed below, Sustainability Analytics LLC (“SA”) will:

1) request relevant information from La Crosse County (the “County”), the City of La Crosse (the “City”), Xcel Energy and other sources as appropriate;

2) process information as necessary to calculate annual total/average values; and

3) add information to existing Sustainability Indicator data archives.

 

Timeline and Deliverables

In early January 2017, SA will request 2016 Sustainability Indicator data from appropriate contacts at the City, the County and Xcel Energy. The target date for receipt of all data sourced from the City and the County is 31 January. Utility data from Xcel Energy will likely not become available in full until late February as a result of variable monthly billing cycle schedules. Upon receipt, SA will process 2016 data and then add resulting new information to existing Sustainability Indicator data files. SA will deliver the updated data files (.xlsx format) no later than 20 March 2017, pending timely availability of input data.

 

Fee

SA will determine the fee based on actual time required to complete work. The total fee will not exceed $4,000. SA will submit an invoice to the Commission only after first delivering the updated Sustainability Indicator data files.

 

Data Requirements

SA will need to obtain complete calendar year 2016 information for the following “Government Operations” and “Community-wide” indicators. SA will request information directly from the City, the County, Xcel Energy and other sources as appropriate.

 

Government Operations Indicators

- Electricity usage (City, County)

- Natural gas usage (City, County)

- Diesel fuel usage (City, County)

- Gasoline usage (City, County)

- Propane usage (City police)

- Water usage (City, County)

- Paper usage (City, County)

 

Community - Wide Indicators

- Water usage (City only)

- Tons recycled, landfilled, WTE (City, County, Onalaska)

- MTU ridership

- Bicycle pathways - on- and off-street (City, County)

- Land use (County only)

- Resident education levels (City, County, WI)

- Median household income (City, County, WI)

- Poverty and unemployment rates (City, County, WI)
