The Board of Estimates shall make and submit to the Common Council, on or before the third Tuesday of October each year, a proposed budget and budget supporting document setting forth the amounts proposed to be spent by each department and the various purposes therefore and the amount of money for each purpose it is proposed. The Board of Estimates shall be the Mayor, the President of the Common Council, the members of the Finance & Personnel Committee, the members of the Executive Committee, the President of the Board of Public Works and the Director of Finance/Treasurer (as a non-voting member). The Mayor shall be president of the Board of Estimates and the Director of Finance/Treasurer shall be the secretary.
